The beauty of Medium is that anyone can be a writer. Whether you are a novice, intermediary or pro, you have the opportunity to show your work on Medium and earn from it. So no, they should leave the entry requirements as it is.

Your third suggestion makes sense. But the better cut would be percentage by levels. Let's say 0 to $999 pay $5/month, 1000 to $4999 pay $15/month, then $5000 and above pay $25.
