Keeping contact with their parents shouldn't be an argument. The school should be responsible for dealing with any emergency inside the school. But if the parents are needed, the school should contact their parents.

I don't think students using phones in school is wise. Have you looked at TikTok? Most of the students with phones are often distracted with social media. They can use their laptop for assignments if it's about doing online researching.
