I suspect engagement has become a major criterion for distribution. The top writers don't engage because they believe they already have the audience.

But Medium only circulates our posts to 1% of our followers, which minimised views and reads. This leaves us with an option to engage in other writers work to be seen.

So if you are not supporting other writers, you get low reads because no one sees your post except for the 1% that may not read it.
