I don't see the need to write 100 comments a day because that means your $5 is distrusted to 100 writer and they earn 5 cents for your read. And the more you read through out the month, the writers earn less than 5 cent.

I do suspect this is why earnings keep dropping. Writers are engaging more than they should in a month. Could also be the reason Medium started banning some accounts trying to manipulate the system and put a limit on how many times we can engage to stories in a month.
